NIAA Resolutions and Position Statements

Policy Creation

The Board of Directors shall determine NIAA policy on issues affecting animal agriculture. Any NIAA member in an appropriate committee, subcommittee or task force meeting may introduce policy solutions.

    

The resolution shall be represented in a form prescribed by the Board of Directors and if it requires action by the NIAA, a suggested action must be included.

Adequate discussion of the resolution shall occur within the meeting in which the resolution is introduced and a vote taken by the committee members present.


If participants in any committee, subcommittee or task force adopt a policy resolution, the resolution must then be reviewed by the NIAA Resolution Review Committee to ensure its form and content is consistent with the form prescribed by the Board. The Resolution Review Committee may also determine if the resolution is either in conflict or redundant with existing or further proposed policy and seek to reconcile any such conflicts or redundancies prior to reporting the resolutions to the NIAA Board.

(Note: The Chairman shall appoint the Resolution Review Committee and it shall consist of an appropriate number of qualified NIAA members with the exception of any committee chairs or vice chairs.)

The Resolutions Review Committee, after having properly reviewed any proposed resolutions, shall report those resolutions to the Board and categorize the resolutions as either action resolutions or position statements. Action resolutions must include an action plan and estimate of resource requirements to accomplish the desired outcome of the policy resolution, while position statements do not.

Committee leadership will be invited to attend any board meeting in which policy resolutions are being considered in order to speak on behalf of resolutions that pertain to their committee area.


Resolutions adopted by the Board shall become the policy of NIAA. Review of these policies shall occur no more than five (5) years from the date first adopted by the Board and if found to be outdated or not relevant shall be deleted as NIAA policy. Policies may be reviewed, amended, reaffirmed or deleted at any regular meeting of the Board.
